El-Bee Halan : The Prospect To Deliver City Boy Movement In Bauchi State

The City Boy Movement in Bauchi State has entered a new phase of organization, and at the center of it is L. B. Halan. Three weeks ago, the National Leadership appointed him as Acting State Director with a clear mandate: build a functional state structure and position Bauchi among the most active chapters in the federation. It was a task that required both experience and credibility, and the choice of Halan was deliberate.

For over a year, Halan has been the quiet force coordinating Bauchi’s affairs from the National Headquarters. While the state lacked stable leadership, he kept the vision alive by engaging stakeholders, attending national meetings, and ensuring Bauchi was represented in key decisions. That consistency is why the National Leadership had no doubt entrusting him with this responsibility.

What distinguishes Halan is his approach to leadership. He does not believe in politics of noise. He believes in structure, data, and delivery. This was evident at the _Future Forward Conference held on 27th June, 2026. That conference did more than gather youths. It set the agenda for what Bauchi young people want: skills, jobs, inclusion, and a voice in governance. Participants left convinced that Halan has both the capacity and the will to change the narrative for youths in Bauchi and beyond.

As Speaker of the Youths Assembly of Nigeria, Bauchi State Chapter, I have observed several youth leaders. Few combine political understanding with grassroots engagement the way Halan does. He speaks the language of the streets and also understands the language of strategy. That balance is critical if the City Boy Movement must grow beyond rallies into a result-oriented political structure.

The first test of that strategy is already underway. Following the National Leadership Retreat in Abuja last week, Halan proposed that the orientation and capacity building be taken to all 36 states and the FCT. Seyi Tinubu approved it immediately. That single decision means Bauchi executives will soon receive the same training given to national leaders. It is the kind of proactive representation the state has needed.

Another priority L.B. Halan has identified is membership expansion. For a movement to win elections, it must have a strong, verified base. To address this, he has worked with the National Leadership to bring an ICT onboarding drive to Bauchi next week Monday for the inauguration of ICT Facilitators. The plan is to deploy 20 ICT Facilitators in each of the 20 Local Government Areas to drive mass registration on the national platform. This is a deliberate, prompt effort to move the City Boy Movement in Bauchi from enthusiasm to a well-structured, data-driven organization.

Mobilization is also being institutionalized to strengthen the structure of the movement in the state. Efforts are being made to ensure massive, orderly, and well-coordinated participation across all levels. Arrangements for transport, logistics, and refreshments are being put in place to support members. This is not about crowd for crowd’s sake. It is about projecting Bauchi as a disciplined, united, and highly mobilized chapter of the City Boy Movement.

Halan’s model mirrors what Seyi Tinubu is doing nationally: engagement beyond name, service beyond slogan. In Bauchi, Halan is replicating that same gesture. He is meeting with youth groups, student leaders, and community influencers. He is listening, and then he is building programs around what he hears. That is leadership that earns trust.

The goal is ambitious but clear: make Bauchi a leading state for the City Boy Movement. Having worked with other State Directors for the past seven months, Halan knows what works. He knows that commitment, teamwork, and sacrifice will determine whether Bauchi leads or lags. The foundation being laid now through ICT, training, and mobilization will determine that outcome.

The City Boy Movement under Halan will not be a ceremonial body. It will be a delivery vehicle. Its primary assignment is to sensitize, organize, and mobilize massive support for the Renewed Hope agenda and for President Bola Ahmed Tinubu, GCFR, in 2027. That requires discipline, unity, and focus from every coordinator and member.

We are also awaiting the formal inauguration once the National Leadership concludes on the substantive state leadership. Until then, the directive is to remain focused on the assignment. Individual interests must give way to collective goals. The movement is bigger than any one person.

In L. B. Halan, Bauchi youth have found a prospect who can live up to the mandate and aspirations of the City Boy Movement. He is engaging, he is tested, and he is building. With the momentum from the Future Forward Conference and the backing of the National Leadership, I am confident that under his coordination, the City Boy Movement Bauchi State Chapter will deliver structure, deliver service, and deliver votes.
